Revisiting: The trade embargo with Canada and the network of local smugglers

The Embargo Act of 1807 had unintended consequences in Vermont, despite initial beliefs that the law wouldn’t affect the state due to its land-based trade with Canada. Vermont’s economy heavily relied on this trade, and the embargo caused significant economic hardship. Vermonters initially tried to exploit loopholes in the law but were eventually forced to comply when Congress passed the Land Embargo, closing those loopholes. Many Vermonters ignored the embargo and continued to trade with Canada, leading to clashes between smugglers and authorities. The embargo was unpopular in Vermont and across the country, leading to its eventual replacement with the Non-Intercourse Act in 1809, which also failed to improve the economy. Vermont’s complex relationship with Thomas Jefferson, the architect of the embargo, is reflected in the state’s history and political decisions. Despite the economic hardships caused by the embargo, Vermonters continued to support Jefferson and his successor, James Madison. The embargo ultimately failed to achieve its intended goals and contributed to tensions with Britain that led to war in 1812. Vermont’s experience with the embargo highlights the challenges and consequences of trade policies on local economies.
