A new report delves into the relationship between emerging technology policies and democracy in five African countries – South Africa, Kenya, Nigeria, Ghana, and Zambia. The report explores these countries’ strategies in regulating key technology domains like connectivity, digital infrastructure, and artificial intelligence (AI). It finds that while governments are positive about the economic benefits of new technologies, they struggle with implementation capacities, infrastructure challenges, and policy overlap.
Nigeria, South Africa, Kenya, and Ghana have relatively robust policies in place for emerging technologies, especially in AI. However, Zambia lacks dedicated policies in this area. A SWOT analysis reveals that governments are proactive and enthusiastic about new technology issues, with national strategies already incorporating these emerging technologies. Despite this, there are disparities within countries, leaving rural and marginalized urban communities behind.
For Africa to benefit from emerging technologies, lawmakers must streamline legislative frameworks and ensure strong enforcement mechanisms. Public awareness campaigns are also crucial to safeguard digital rights and foster secure digital environments. Additionally, policies must focus on inclusivity and address sociopolitical considerations to prevent deepening inequities.
The authors of the report, Ayantola Alayande, Samuel Segun, and Leah Junck, underline the importance of understanding emerging technologies and engaging stakeholders through public consultations to develop comprehensive policies. This comprehensive analysis sheds light on the various challenges and opportunities African countries face in navigating the complex landscape of emerging technologies for societal good.
